Having laid before the Governor your letter of the 14th instant applying for the post of Medical Sanitary Inspector, I am directed to inform you that His Excellency cannot comply with your request for the following reasons:
(a.) The Governor is advised that the Ordinances of the Colony contemplate the functions of Colonial Surgeon and of Medical Inspector being performed by separate persons.
(b) But apart from this legal difficulty, the Governor is of opinion that, if your duties as Colonial Surgeon were properly performed, they would not admit of your devoting sufficient time to the other office.
(c.) Furthermore, the Governor regrets that you have raised the question as to the mode in which, as Colonial Surgeon, you have done sanitary work for some years past.
